Supported by Arbeiter Samariter Bund (ASB) and Aktion Deutchsland Hilft (ADH), the project is an awareness raising and capacity development initiative planning and conducting  CBDRRM in Calbayog and Catbalogan, Samar with the inclusion and active participation of high risk groups i.e. women, children, elderly, persons with disabilities.

The project was implemented in Calbayog and Catbalogan in Samar covering six barangays and  involving the following government, non government and local civil society organizations:

  • City Social Welfare and Development Office of the City of Calbayog and Catbalogan
  • City Health Office of the City of Calbayog and Catbalogan

Major strategies and activities conducted include the following:

Two Part Series of Training of Trainers (TOT) on Inclusive CBDRRM in Calbayog and Catbalogan:

The first 3-days part of the TOT focused on developing the participants understanding of the key concepts and principles in Inclusive CBDRRM and related laws particularly Republic A ct 10121 or the Philippine Disaster Risk Reduction and Management Act.

As a trainers training, the TOT included facilitation and presentation skills of the participants in discussing and explaining the different concepts the include the following concepts: disability inclusion in DRR, the concepts of preparedness, prevention, mitigation, response, rehabilitation, recovery, capacity, vulnerability, climate change and the different types of hazards and the impacts that it may cause in their lives.

The process of conducting Inclusive CBDRR was introduced as a prequel for the next part of TOT.

The second 3-days part of the TOT focused on the participant’s facilitation skills in conducting the process of CBDRR that integrates disability inclusion in the process. This includes the following workshops:

 

  • Conducting community risk assessment (CRA) that includes hazard mapping, identification of elements at risks
  • Developing DRRM and Contingency plan
  • Organizing the local DRRM committees and the inclusion of vulnerable and high risk groups in these local DRR committees

Community-based Roll out of the participants of the Training of Trainers in 7 Barangays:

The community-based roll outs introduced the concept and process of Disability Inclusive DRMM in 7 barangays. This also served as the practicum phase of the participants of the Training of Trainers (TOT) who were grouped into training teams that covered the following barangays:

  • Barangay Tinambacan Sur, Calbayog
  • Barangay Tinambacan Norte, Calbayog
  • Barangay Obrero, Calbayog
  • Barangay Dagum, Calbayog
  • Barangay San Andres, Catbalogan
  • Barangay San Roque, Catbalogan
  • Barangay Pangdan, Catbalogan

Barangay officials, community members representing their puroks, and representatives of women, youth, elderly and persons with disabilities participated in these community-based roll outs.
