CATBALOGAN CITY- The Catbalogan Persons with Disability held a barangay-based orientation on the rights and privileges for the Persons with Disabilities last July 27, 28 and 31, 2018 in the six barangays of Catbalogan City that was facilitated by the members of the Catbalogan Federation of Persons with disabilities with the Catbalogan Persons with Disability Affairs Office (PDAO) in partnership with the Catbalogan City Social Welfare and Development Office (CSWDO) and in cooperation with the barangay officials and employees of Barangay San Roque, Barangay Silanga, Barangay 09 Poblacion, Barangay Maulong, Barangay Darahuway Dako and Barangay Guinsorongan of Catbalogan City.

Reports show that one billion of the population of the world composed of the Persons with Disabilities and that one hundred thirty three nations had approved the United Nations Convention on the rights and privileges for the Persons with Disabilities. In the Philippines, there is a Republic Act number 7277 or the so called the Magna Carta for the Disabled Persons which is an act providing for the rehabilitation, self-development and self-reliance of disabled persons and their integration into the mainstream of society.

Barangay San Roque was the first area visited that was assisted by the barangay officials headed by Barangay Chairman Rondio Calades and was attended by the members of the PERSONS WITH DISABILITIES Organization of the said barangay headed by Jovita Berio, orthopedic, President of the organization. Berio said that they have thirty Persons with Disabilities in the barangay but not all are registered members of the federation. Berio stressed that they are not yet fully informed of the rights and privileges of Persons with Disabilities until the team came in their barangay.

Committee on Health Barangay Counselor Analiza Buenaventura of Barangay Silanga of Catbalogan City said that the said orientation can help the council in the creation of programs for the promotion of the welfare of Persons with Disabilities. Mark Udquin, 18, speech impaired of Barangay Silanga attended the orientation together with his mother said in an interview that they cannot send Mark to school because of the financial problem and that he was just up to grade two in school.

Barangay 09 Poblacion Chairman Romulo Manlangit Jr. said that he is planning to put up an office for the Persons with Disabilities to accommodate the needs of the Persons with Disabilities in his barangay. CJ Boy Buerno, 9, cliff pallet from Barangay 09 Poblacion said that he wants a help through a livelihood programs to help his parents earn for their daily needs.

Barangay Maulong Chairman Romeo Tilles said that his two terms had supported the PERSONS WITH DISABILITIES sector and even up to his last term, he will give his full support for them. Marites Cayas, 51, inborn visually impaired of Barangay Maulong said that she is willing to go to school through the educational programs and assistance of the government for the Persons with Disabilities.

Barangay Darahuway Dako Chairman Oscar De la Peña, a newly elected barangay official said that the orientation can guide him in the creation of programs intended f the Persons with Disabilities in his barangay. Lester Gultiano, visually impaired of the said barangay said that he is asking a help through the programs for Persons with Disabilities for the operation of his eyes.

Meanwhile, Barangay Guinsorongan Counselor Osee Surigao said that he will open up a motion in their barangay session so that the PERSONS WITH DISABILITIES concerns will be included in their Annual Development Programs of the barangay. Benita Monteja, mother of Renita Monteja, slow learner said that she want that her daughter can go to school through the educational programs for the Persons with Disabilities as mentioned in the orientation.

The said “barangayan” orientation is part of the commitment of the city government to render services even at the doorstep of every Catbaloganons. It was made possible through the assistance and support of barangay officials and employees of Barangay San Roque headed by Rondio Calades, Barangay Silanga headed by Barangay Chairman Vergel Ebron, Barangay 09 Poblacion headed by Barangay Chairman Romulo Manlangit Jr., Barangay Maulong headed by Barangay Chairman Romeo Tilles, Barangay Darahuway Dako headed by Barangay Chairman Oscar De la Peña and Barangay Guinsorongan headed by Barangay Chairman Romeo Gadin.

The orientation on the rights and privileges for Persons with Disabilities is part of the 40th National Disability Prevention and Rehabilitation Week. Above all the rights and privileges that a persons with disability is asking from other people is just to give them the one called RESPECT.
