CATBALOGAN CITY- The members of the persons with disability sector of Catbalogan City attended a 3-day Capacity Development Seminar Workshop on Disaster Risk and Reduction Management (DRRM), 14-16 November held at the MGrand Royale Resort in Barangay Guinsorongan of the city which was initiated by the City Government of Catbalogan under the City Social Welfare and Development Office (CSWDO) through the Persons with disability Affairs Office (PDAO) in partnership with the Bureau of Fire Protection (BFP) of Catbalogan City. It was participated by the Persons with Disability from the different parts of the city which was facilitated by the facilitator’s team of the Catbalogan City Persons with Disability Federation.

Participants learned about the national and local disaster situation being discussed by Persons with Disability Federation Officer Francisca Mon, the effect of disaster by Federation Officer Lydia Dacles, the climate change and disaster by Federation Vice President Arnulfo Manas, DRRM by CSWDO staff Samuel Haclop, the Community-based DRRM by Federation Member Helen Robine, disability inclusive community-based DRRM/CBDRRM by Federation Member Mary Ann Del Monte and the Philippine DRRM Act being delivered by Federation Officer Cristina Gruta.

Meanwhile, Catbalogan City BFP headed by Fire Officer I Torres demonstrated on emergency rescue transfer, first aid and CPR. Participants also gained knowledge about the do’s and dont’s before, during and after calamities, they alsi worked on the public awareness plan and was able to performed an earthquake drill. Torres stressed that everyone must have a knowledge on disaster preparedness one can take its necessary actions while the rescue is not yet around.

In an interview, Cristina Monteza, 18, visually impaired from Barangay 06 Poblacion said the activity provided her more knowledge on disaster preparedness which will be able her to be more aware on the right thing to do during calamities and that her knowledge on first aid allow her to extend a help to others. John Paul Sablad, 26, orthopedic from Barangay Canlapwas said that his gained knowledge will allow him not to be dependent on other people for rescue in times of accident or calamities.

The said Capacity Development Seminar Workshop on Disaster Risk and Reduction Management is an effort of the City Government of Catbalogan to strengthens the capacity of persons with disability in disaster preparedness and as part of the inclusion of the persons with disability sector in the programs of the city government.
