Welcome

One out of every seven people –more than a billion of the world’s population on the planet experiences a form of disability. According to the UN at least 80 % of persons with disabilities live in low-income countries making up a disproportionate percentage of the poorest sections of the community –making them important actors in the development agenda.

PILCD’s INCLUSION INITIATIVE promotes the inclusion of marginalized and vulnerable sectors particularly people with disabilities in all phases of community development process.

This website is a platform for exchange, sharing, and cooperation initiatives to contribute to building capacities of local organizations of persons with disabilities and their networks to promote disability inclusion in local development. This site also serves as a platform for PILCD’s local partners in its project communities to make their online presence and visibility.

People’s Initiative for Learning and Community Development (PILCD) is a non-profit organization that aims to contribute to the development and empowerment of marginalized communities and vulnerable groups through community education and social action. Disability inclusion in its program development started in 2015 in cooperation with Arbeiter Samariter Bund (ASB) through its Disability Inclusive DRRM project initiated in Calbayog and Catbalogan, Samar.

“My experience in the training taught me that no one should be afraid to speak their mind. Especially if you know you are right. No one should silence their voice for the sake of avoiding conflict. And never subject yourself to people’s judgment of you because of your disability. You can be so much more than your weakness and you can find strength from it.”

-Cristina Gruta, Catbalogan City

“I was happy to be with other persons with disability. We shared many stories and experiences. We were happy learning about basic life support, simple bookkeeping - because I can use that in our store. We also learned about advocacy that can be helpful when negotiating with government agencies and how to defend the rights of persons with disability.”

-Rodora Jumaday, Calbayog City
“I learned my Rights as a Human and that increased my self-esteem...The different methods during the training, especially drawing which I personally like, gave me an opportunity to express freely my ideas and emotions without being judged”
-Mary Ann Del Monte, Catbalogan City
“Our training about UNCRPD is a huge help. It tackled the rights of persons with disabilities and the possible actions we can do for our sector. The law is here but there is lack of implementation and commitment. We need to fight for our rights. In joining these training's,  I learned how to do advocacy.”
